The State of California, Department of General Services, Office of Project Development & Management (OPDM) contracted with Ehrlich-Rominger Architects to provide Architectural & Engineering service for the replacement of seven (7) existing Department of Justice (DOJ) Forensic Laboratories with six (6) new facilities.
Basically, the DOJ paid a whole lot of money to the Department of General Services, who, in turn, paid a whole lot of money to Ehrlich-Rominger, so the DOJ could get a report and go to the California legislature and get a whole lot more money.
The Report looks at seven (7) labs: FRESNO, MODESTO, REDDING, RIVERSIDE, SANTA BARBARA, SANTA ROSA, AND STOCKTON.
There are six (6) volumes...one volume for each lab studied, except for one volume containing info about two labs that the DOJ want to consolidate. They're set up this way because each goes to the Governor as a separate budget line item.
Because each is being reported separately, but each has to contain background info on the entire study, there is a GREAT DEAL OF REPETITION as between each volume. For example, Section Two of each volume contains the same Executive Summary.
